    Massachusetts faces a housing crisis as home and rental prices continue to increase. To ease the cost burden and crisis, the Commonwealth of Massachusetts issued new requirements for 175 MBTA Communities. The new law mandates at least one zoning district in which multi-family housing is allowed as-of-right. This will impact the 175 municipalities that surround the City of Boston and are served by the MBTA. Join us for an informative presentation and discussion on what the new requirements mean and what we are likely to see as a result. This event is hosted by ULI’s Housing and Economic Development Council. Light refreshments and pastries will be provided.

    Speakers

    Jennifer Constable

    Jennifer Constable currently serves as the Assistant Town Administrator for the Town of Rockland, Massachusetts, and is an elected official, serving as Select Board Chair for the Town of Hull. She has over two decades of State and Local government experience with a focus on policy development and implementation in the areas of community & economic development and affordable housing. Of note, she oversaw the State's Neighborhood Stabilization Program assisting communities across the Commonwealth through the abandoned properties and foreclosure crisis and then played an essential role in developing and implementing the State's Community Investment Tax Credit program which enables local residents and stakeholders to partner with community development corporations to improve economic and housing opportunities for low and moderate income households across the Commonwealth. A New York transplant, Jennifer and her family currently reside in the Boston area, Jennifer earned a Bachelor of Arts in Anthropology State University of New York College at Plattsburgh and a Master's Degree in Public Administration from Suffolk University's Sawyer Business School.

    Paul Materazzo

    Paul Materazzo is the Director of Planning & Land Use for the Town of Andover, Massachusetts, a suburban community of roughly 37,000 residents located 23 miles north of Boston on the western edge Essex County. Paul has served in the Town of Andover’s Planning Division for over 26, and previously worked as a Planner for the City of Springfield, City of Cambridge, and SEA Consultants. In Andover, Paul’s recent achievements include leading successful efforts to establish a mixed use zoning overlay, the Historic Mill Overlay District, which encompasses one hundred acres in Downtown Andover; expand housing opportunities for aging residents by developing a Senior Residential Overlay District; allow for service based amenities to compliment area business parks by rezoning over seven hundred acres of industrial land; and attracting Schneider Electric’s North American headquarters to Andover by facilitating the town’s first Tax Increment Financing (TIF) agreement. Paul is currently a member of the American Planning Association, Congress for New Urbanism, International City Management Association, and an Advisory Board member on the Merrimack Valley Regional Transit Authority. He is voting member of the Merrimack Valley MPO. He holds a B.S. in Urban & Regional Planning from Westfield State University and Certificate from Suffolk University in Local Government Leadership and Management.

    Judi Barrett

    Barrett Planning Group LLC

    Judi Barrett is the owner and managing director of Barrett Planning Group LLC. She brings 35 years of planning and community development experience as a consultant and community and economic development professional with state and local government. Judi has devoted her career to building the capacity of cities and towns to solve difficult public policy questions and to develop effective leadership and advocacy skills. She has prepared numerous city and town comprehensive plans, neighborhood revitalization plans, zoning ordinances and bylaws, and housing studies. She is well known for her work in zoning, affordable and fair housing policy, and community engagement. A frequent panelist at regional and national conferences and a guest lecturer for planning programs, Judi is also a technical assistance resource and trainer for city and town officials and non-profit boards.

    Michela DeSantis

    Senior , Boylston Properties Company, Inc.

    Michela is Senior Development Manager at Boylston Properties where she is responsible for initiating and managing new development opportunities in the Greater Boston area. She oversees all aspects of new development, from site acquisition through project stabilization, including underwriting, entitlements, design and oversight of construction and leasing. Before joining Boylston Properties in 2023, Michela was the Senior Director of Development at AvalonBay Communities, Inc., where she oversaw and managed the new development of over 1,000 apartment homes throughout Massachusetts. Prior to AvalonBay, she worked at Fidelity Investments as part of the firm’s internal management consulting practice and at Macquarie Capital in investment banking covering the real estate industry. Michela holds an MBA from the Wharton School, University of Pennsylvania and a Bachelor of Arts degree in Economics from Harvard College. Michela is a Big Sister with Big Brothers Big Sisters of Eastern Massachusetts. A dedicated solver of crossword puzzles, as a college student Michela once competed and placed in a crossword puzzle tournament hosted by the Cruciverbalists of Boston that was proctored by Will Shortz. Michela tries to balance city life with being outdoors as much as possible with her family. You can find her on ski slopes, hiking trails or the golf course depending on the season.

    Sandi Silk

    Senior Vice President/Development Partner, Jefferson Apartment Group

    Sandi is Senior Vice President and Development Partner at Jefferson Apartment Group overseeing complex development and land acquisition activities in Florida and New England. Prior to joining JAG, Sandi acted as Director of Development for Federal Realty Investment Trust’s mixed use Assembly Row project and served in various development roles at JPI and at Archstone. Formerly, Sandi was a Project Manager with the Massachusetts Department of Environmental Management (now the Department of Conservation and Recreation). Sandi has been directly involved in the development of more than 2200 multifamily units in Boston area. Sandi has a Bachelor of Arts in Urban Studies and Public Policy from Boston University and received a Master of Urban Planning and a Master of Business Administration from the University of Washington in Seattle. She has been actively involved in ULI for more than 20 years, serving the Boston/New England District Council in many leadership roles including participation on the Management Committee, Advisory Board, and Programs Committee and serving for many years as the co-chair of the Urban Plan Steering Committee. She has chaired and participated in several local Technical Assistance Panels and is actively engaged in both the Housing and Economic Development and WLI Local Product Councils. Sandi currently serves as District Council Chair through 2024. Sandi is involved in numerous other community and industry organizations, serving on the Board of Directors for the Real Estate Finance Association and the Town of Brookline Economic Development Advisory Board in addition to being a Girl Scout troop leader. Sandi is married and has one daughter and 2 rescue pups from her home state of Texas.
