    Please join us for an engaging program discussing the current state of housing within the Greater Boston area, the challenges facing developers and potential solutions to increase the speed and volume of housing production.   

    The highlight of this program will be a fireside chat with Massachusetts Executive Office of Housing and Livable Communities Secretary Ed Augustus, facilitated by Sandi Silk.  Sandi will then moderate a roundtable discussion amongst senior market participants as we hit on one of the most impactful themes affecting all real estate owners today – the high cost of housing within the region and economic difficulty in producing more.

    This program is presented by ULI’s Housing and Economic Development Local Product Council (HED) and is open to all members.

    Ed Augustus

    Executive Office of Housing and Livable Communities

    Augustus served as City Manager of Worcester, functioning as the Chief Administrative and Executive Officer of the Gateway City of more than 200,000 people, from 2014-2022. During his tenure, he oversaw the commitment or distribution of $25.3 million in Community Development Block Group, HOME Investment Partnerships Program, and Worcester Lead Abatement and Healthy Homes Program funds to develop or preserve more than 2,000 affordable housing units throughout the City. Worcester is the city with the third largest subsidized housing inventory in the state. Augustus also dedicated $30 million of the ARPA funds coming into the city to housing, including $15 million for the Affordable Housing Trust Fund. As City Manager, Augustus managed a $750 million budget, as well as the $90 million, 20-year Urban Revitalization Plan. Notably, he spearheaded the $240 million landmark redevelopment of Worcester’s Canal District, including leading the complex negotiation to relocate the Boston Red Sox AAA-affiliate (now the WooSox) to the city and construction of the multi-use Polar Park stadium, hotel, and housing development, as well as the Kelley Square intersection redesign. Prior to joining the City of Worcester, Augustus served as Director of Government & Community Relations for the College of Holy Cross, State Senator for the 2nd Worcester District, Chief of Staff for Congressman Jim McGovern, and Chief of Staff to the Assistant Secretary for Intergovernmental and Interagency Affairs at the U.S. Department of Education under President Clinton’s Administration. He most recently served as Chancellor of Dean College.

    Sandi Silk

    Senior Vice President/Development Partner, Jefferson Apartment Group

    Sandi is Senior Vice President and Development Partner at Jefferson Apartment Group overseeing complex development and land acquisition activities in Florida and New England. Prior to joining JAG, Sandi acted as Director of Development for Federal Realty Investment Trust’s mixed use Assembly Row project and served in various development roles at JPI and at Archstone. Formerly, Sandi was a Project Manager with the Massachusetts Department of Environmental Management (now the Department of Conservation and Recreation). Sandi has been directly involved in the development of more than 2200 multifamily units in Boston area. Sandi has a Bachelor of Arts in Urban Studies and Public Policy from Boston University and received a Master of Urban Planning and a Master of Business Administration from the University of Washington in Seattle. She has been actively involved in ULI for more than 20 years, serving the Boston/New England District Council in many leadership roles including participation on the Management Committee, Advisory Board, and Programs Committee and serving for many years as the co-chair of the Urban Plan Steering Committee. She has chaired and participated in several local Technical Assistance Panels and is actively engaged in both the Housing and Economic Development and WLI Local Product Councils. Sandi currently serves as District Council Chair through 2024. Sandi is involved in numerous other community and industry organizations, serving on the Board of Directors for the Real Estate Finance Association and the Town of Brookline Economic Development Advisory Board in addition to being a Girl Scout troop leader. Sandi is married and has one daughter and 2 rescue pups from her home state of Texas.

    Michael Procopio

    CEO, The Procopio Companies

    Michael joined the Procopio Companies full time in 2003, and is the Chief Executive Officer of the firm. Michael is responsible for strategic planning, growth, corporate management, and overall leadership of the firm. In 2019, he was selected as one of two national finalists for the National Association of Home Builders Multifamily Pillars of the Industry One-to-Watch Award

    Travis D'Amato

    Managing Director, Walker & Dunlop

    With over 15 years of diverse real estate experience, Travis D’Amato, managing director, joined Walker & Dunlop Investment Sales in March 2018. Mr. D’Amato is responsible for the origination and execution of investment sales and equity capital raise assignments for multifamily assets in the Greater Boston area. Prior to joining Walker & Dunlop, Mr. D’Amato served as a managing director with JLL and participated in over 60 sales, land, and equity transactions throughout the New England region with an aggregate value in excess of $3 billion. Earlier in his career, he accumulated nine additional years of real estate experience with CBRE, Apartment Realty Advisors, and WinnCompanies. Mr. D’Amato holds a Bachelor of Arts degree from Dartmouth College. Beyond the company, Mr. D’Amato is a licensed real estate broker in the states of Massachusetts, New Hampshire, Maine, Connecticut, and Rhode Island. He is President-elect of the Real Estate Finance Association (REFA), and a member of Urban Land Institute (ULI), National Multifamily Housing Council (NMHC) and NAIOP. He also serves on the board of trustees for the Greater New England Chapter of The Multiple Sclerosis Society and is co-chair of the Outreach Council for Heading Home.

    HEATHER BOUJOULIAN

    Berkshire Residential Investments

    Heather Boujoulian serves as the Head of Development at Berkshire. In her position, Heather is responsible for all multifamily and senior housing development joint-ventures, overall portfolio composition and performance for the senior housing fund, as well as any construction-related challenges across the Berkshire portfolio. She also serves as a member of Berkshire’s Investment Committee. Prior to joining Berkshire, Heather served as Vice President at Criterion Development Partners and was responsible for overseeing all aspects of multifamily development in New England. Heather received a Master in Urban Planning from Harvard University’s Graduate School of Design and Bachelor of Science in Construction Management from Roger Williams University. She is on the Multifamily Leadership Board of the National Association of Home Builders and is a member of the National Multifamily Housing Council. She also serves on the Board of Trustees at Roger Williams University, as well as on the Board of Heading Home, a non-profit on a mission to end homelessness in Greater Boston.
