Multi-Agency JV Releases RFP for Transportation Center in Woburn, Seeks Developer for Mixed-use TOD Project
Seeking a developer for transit-oriented uses to complement ongoing transportation services
BOSTON – A joint venture comprised of the Massachusetts Port Authority (Massport), the Massachusetts Department of Transportation (MassDOT), and the Massachusetts Bay Transportation Authority (MBTA) (collectively, the JV) is releasing the attached Request for Proposals (RFP) seeking a developer for a mixed-use transit-oriented development (TOD) project at the Anderson Regional Transportation Center (RTC) in Woburn. The City of Woburn has advanced planning and economic development efforts in the surrounding area, setting the stage for a development opportunity at the RTC that complements the existing transportation operations while providing additional housing opportunities within the Woburn community.
The Anderson RTC is a multi-modal transportation facility owned by the JV. For more than two decades, the RTC has supported an array of high-occupancy vehicle transportation services, and it will continue to be a strategically important asset for the region’s transportation system in the future.
As the JV plans for the future of the Anderson RTC, there is potential for development to co-exist with, and even enhance, operations at the facility. Earlier this year, the JV sought Expressions of Interest from developers to better understand the site’s development potential, particularly given its unique environmental characteristics and current market conditions.
After receiving multiple responses to the RFI, the JV believes the RTC offers a compelling TOD opportunity for a qualified developer able to navigate complex environmental regulations. Offering prospective residents a 25-minute trip from Anderson/Woburn station on the MBTA Lowell Commuter Rail Line to downtown Boston at North Station, the TOD opportunity has the potential to accommodate a mix of housing and other uses across up to 6 acres while improving connectivity and reflecting the City of Woburn’s broader planning vision. This RFP seeks to capitalize on that opportunity to advance a project on a portion of the RTC site.
The 26-acre Anderson RTC is located at 100 Atlantic Avenue in Woburn. The RTC features a train/bus station, substantial surface parking, and benefits from nearby access to I-93 and I-95 and rail connection to North Station in Boston. Scheduled daily Commuter Rail service to the site is provided by the Lowell Line and Amtrak’s Downeaster from Boston, Massachusetts, to Brunswick, Maine. Woburn Logan Express provides direct bus service to Logan International Airport.

Responses to the RFP are due by March 24, 2026. A selection committee comprised of the three agencies will evaluate proposals before recommending a developer for designation by the three agencies’ respective Boards.
