    Join us for our December Member Lunch focused on the Village Hill Northampton project with speakers Claire O'Neill and Robert Jenkins from MassDevelopment and Larry Spang and Tina Soo Hoo from Arrowstreet.

    About Village Hill Northampton

    Constructed in 1856, the facilities that became known as Northampton State Hospital operated until 1993 when the last buildings were closed.  

    In 2002, MassDevelopment and The Community Builders formed Hospital Hill Development LLC to facilitate the blighted site's redevelopment.  It took patience and a village to build this new community. Village Hill Northampton is a 126-acre master-planned neighborhood that combines commercial, R&D/light industrial, and residential uses with open space to support regional job creation, housing, business development, and recreation. MassDevelopment is the project’s managing partner overseeing the development effort, in partnership with TCB, and with the City of Northampton, small and medium scale Western Massachusetts based developers, and a host of land use, architectural design, environmental and infrastructure experts.  

    With build-out near full completion, the former state hospital site features more than 300,000 square feet of commercial space, 350 mixed-income homes and rental units, and ample open space.

    Larry Spang

    Principal, Arrowstreet, Inc.

    With over 40 years of professional experience, and leading Arrowstreet’s Academic practice and public sector work with seasoned insight and strategic vision, Larry brings a deep understanding of how thoughtful, purposeful design can shape environments that better support the communities. Larry guides projects from early design through construction, applying a pragmatic and innovative approach to every phase. His work is grounded in simple, efficient building forms and cost-effective materials that promote wellness, social connection, and long-term value. Larry’s expertise falls within a broader focus on creating spaces— whether for learning, living, or gathering—that foster belonging, adaptability, and high performance. His award-winning portfolio reflects a commitment to design that balances real estate challenges with the social, emotional, and practical needs of users.

    Tina Soo Hoo

    Associate Principal, Arrowstreet

    Tina Soo Hoo is an Associate Principal at Arrowstreet with more than 18 years at the firm and over 27 years of architectural experience. She specializes in creating dynamic, functional spaces with a strong emphasis on educational environments that inspire learning, collaboration, and community. Tina’s expertise spans project management, space planning, construction documentation, and administration for a wide range of project types, including academic, mixed-use, hospitality, and residential facilities. Her passion lies in working collaboratively with educators, community members, and municipal partners to develop school designs that meet programmatic needs while adhering to strict budget and schedule requirements. Committed to sustainability and contemporary design strategies, Tina integrates innovative, practical solutions that balance client goals with long-term performance and environmental responsibility.

    Robert Jenkins

    Senior Vice President of Real Estate Development, MassDevelopment

    Robert Jenkins is Senior Vice President of Real Estate Development with MassDevelopment Finance Agency. With over 35+ years of experience in community economic development with a concentration specifically in housing development and small business development. His prior experience includes Executive Director of the Brockton Redevelopment Authority, Project Manager, Dorchester Bay Economic Development Corporation, Loan Fund Manager, Community Development Finance Corporation, Massachusetts Housing Partnership. Mr. Jenkins received his MBA from Curry College and an undergraduate Bachelor of Science in Public Administration from Northeastern University. Robert currently serves as board chairman of the Louis D. Brown Peace Institute and board member of the Goddard Foundation. He is also an elected member of the Town of Easton Finance Committee.

    Claire O'Neill

    Senior Vice President, Real Estate Planning, MassDevelopment

    Claire joined MassDevelopment’s Real Estate Division in 2014 and has managed multi-disciplinary teams responsible for large scale redevelopment projects at Carriage Grove, Belchertown and Village Hill, Northampton. In her current role, she manages a team of planners that provides funding and technical assistance for district redevelopment strategies, the repositioning of public surplus and abandoned properties, and to increase the state’s inventory of large, well-located, project-ready sites. Prior to 2014, Claire gained municipal, state and consulting experience while serving as Community & Economic Development Director with the Town of Clinton, as a regional and statewide director with the Massachusetts Office of Business Development, and as a private consultant to municipalities and businesses. Between 2001 and 2005, she managed predevelopment and brownfields site assessment funding with MassDevelopment. Claire has a Bachelor of Arts (Honors) in Modern History, Economic History and Politics from the University of London and a Master of Regional Planning from the University of Massachusetts, Amherst.
