Form Based Code: Innovative Zoning
Facilitating Development in NH

The City of Portsmouth, NH is in the process of drafting a new form-based code [FBC] for its downtown historic core, with the goal of creating a range of “character-based” places within a walkable mixed-use environment.

Nick Cracknell, Portsmouth’s Principal Planner, will provide an update on the status of the formulation of the code, including the new regulating plan and proposed architectural standards and guidelines, as well as expectations for how the new form-based approach will facilitate future development in the downtown.

Chris Parker, the Planning Director for Dover, NH – home of northern New England’s first form-based code – will share his insights into Dover’s original goals in adopting its regulation in 2009. Parker will describe his experiences related to the consensus-building process required to achieve a new code, some lessons learned along the way and how the code has been received, and utilized, by the development community.

Eric Chinburg, of Chinburg Builders, who has renovated numerous mill buildings throughout NH and MA, will speak to some of the differences he has encountered while developing under the Dover FBC versus the traditional used-based regulations found in other communities.
